{"id":1989,"date":"2019-05-30T20:35:37","date_gmt":"2019-05-30T19:35:37","guid":{"rendered":"http:\/\/www.projetsoha.org\/?p=1989"},"modified":"2019-06-05T18:35:37","modified_gmt":"2019-06-05T17:35:37","slug":"pour-un-patrimoine-scientifique-africain-en-libre-acces","status":"publish","type":"post","link":"https:\/\/www.projetsoha.org\/?p=1989","title":{"rendered":"Pour un patrimoine scientifique africain en libre acc\u00e8s"},"content":{"rendered":"\n<p>Allocution prononc\u00e9e par Florence Piron, professeure titulaire \u00e0 l\u2019Universit\u00e9 Laval, lors de la s\u00e9ance pl\u00e9ni\u00e8re de la 36<sup>e<\/sup> session du Conseil des ministres du Conseil africain et malgache pour l\u2019enseignement sup\u00e9rieur, Cotonou, 30 mai 2019.<\/p>\n\n\n\n<p>Mesdames et messieurs les ministres,<\/p>\n\n\n\n<p>Je suis honor\u00e9e de prendre la parole au nom de l\u2019Universit\u00e9 Laval pour pr\u00e9senter le partenariat technique nou\u00e9 avec le <a href=\"http:\/\/www.lecames.org\/\">CAMES<\/a> depuis 2017 et dont la convention a \u00e9t\u00e9 sign\u00e9e officiellement en 2018.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_21fb-300x225.jpeg\" alt=\"\" class=\"wp-image-1990\" srcset=\"https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_21fb-300x225.jpeg 300w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_21fb-768x576.jpeg 768w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_21fb-1024x768.jpeg 1024w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_21fb-150x113.jpeg 150w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/figure><\/div>\n\n\n\n<p>Au c\u0153ur de ce partenariat se trouve un projet majeur que j\u2019ai le bonheur d\u2019accompagner, \u00e0 savoir la construction d\u2019une archive num\u00e9rique ouverte panafricaine pilot\u00e9e par le CAMES dans le but de mettre en valeur et de rendre disponible \u00e0 tous et toutes le riche patrimoine scientifique des \u00c9tats de <a href=\"https:\/\/www.editionscienceetbiencommun.org\/?p=881\">l\u2019espace CAMES<\/a> (19 pays d\u2019Afrique francophone subsaharienne). Une subvention du CRSH a permis ce partenariat en 2018.<\/p>\n\n\n\n<p>Cette\narchive, nomm\u00e9e DICAMES et accessible \u00e0 l\u2019adresse <a href=\"https:\/\/savoirs.cames.online\/\">https:\/\/savoirs.cames.online\/<\/a>, est un\nsite web dans lequel sont d\u00e9pos\u00e9es, avec la participation des universit\u00e9s et de\nleurs biblioth\u00e8ques, des copies num\u00e9riques de toutes les th\u00e8ses, de tous les\nm\u00e9moires, articles et autres documents scientifiques produits dans les\ninstitutions d\u2019enseignement sup\u00e9rieur et de recherche des pays de l\u2019espace\nCAMES. <\/p>\n\n\n\n<p>Ces\nfichiers sont lisibles en ligne et t\u00e9l\u00e9chargeables non seulement par les\nchercheurs et chercheuses en train de faire leur recension des \u00e9crits, mais\naussi par les enseignants et enseignantes universitaires qui d\u00e9sirent tenir\nleurs cours \u00e0 jour ou distribuer des textes compl\u00e9mentaires \u00e0 leurs \u00e9tudiants\net \u00e9tudiantes, par ces derniers et ces derni\u00e8res pour compl\u00e9ter leur formation\nou pr\u00e9parer leurs recherches dans le cadre du processus LMD, mais aussi par les\nm\u00e9decins, enseignants et enseignantes du secondaire ou du primaire, ing\u00e9nieur-e-s,\nprofessionnel-les de sant\u00e9 et de travail social, juristes, agronomes,\njournalistes et d\u00e9cideurs, etc., qui veulent prendre des d\u00e9cisions \u00e9clair\u00e9es\npar des donn\u00e9es probantes ou par des recherches rigoureuses faites en Afrique\npar des personnes qui connaissent le contexte.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220a-300x225.jpeg\" alt=\"\" class=\"wp-image-1991\" srcset=\"https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220a-300x225.jpeg 300w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220a-768x576.jpeg 768w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220a-1024x768.jpeg 1024w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220a-150x113.jpeg 150w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/figure><\/div>\n\n\n\n<p>Ce projet a\ndonc un but tr\u00e8s pragmatique, mais aussi symbolique&nbsp;: valoriser et faire\nconna\u00eetre au monde entier le g\u00e9nie de la recherche africaine, faite par et pour\nles Africains et les Africaines, malgr\u00e9 les nombreuses difficult\u00e9s que vous\nconnaissez bien.<\/p>\n\n\n\n<p>C\u2019est aussi pour appuyer ce g\u00e9nie que nous pilotons la cr\u00e9ation d\u2019une plateforme web d\u2019appui \u00e0 la recherche africaine et \u00e0 sa diffusion. Elle comporte de <a href=\"https:\/\/revues.scienceafrique.org\/\">nouvelles revues panafricaines, plurilingues en libre acc\u00e8s<\/a>, mais aussi des blogs de science, des outils d\u2019aide \u00e0 la recherche et une liste des ressources documentaires libres sur l\u2019Afrique. C\u2019est la plateforme <a href=\"https:\/\/scienceafrique.org\">scienceafrique.org<\/a>.<\/p>\n\n\n\n<p>Le troisi\u00e8me axe de notre partenariat vise le d\u00e9veloppement d\u2019une expertise en recherche action et en apprentissage exp\u00e9rientiel dans plusieurs universit\u00e9s de l\u2019espace CAMES.<\/p>\n\n\n\n<p>Je termine en rappelant que pour que tous ces projets aient un r\u00e9el impact sur le d\u00e9veloppement durable de l\u2019Afrique francophone, il faut que l\u2019acc\u00e8s \u00e0 la connexion s\u2019am\u00e9liore et se d\u00e9mocratise, notamment sur les campus qui doivent pouvoir \u00eatre \u00e9quip\u00e9s d\u2019un wifi universel. Pour les universit\u00e9s, cet enjeu est d\u00e9cisif et les gouvernements peuvent jouer un r\u00f4le majeur dans la n\u00e9gociation de cet acc\u00e8s avec les fournisseurs web qui op\u00e8rent en Afrique.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220b-1024x768.jpeg\" alt=\"\" class=\"wp-image-1992\" srcset=\"https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220b-1024x768.jpeg 1024w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220b-300x225.jpeg 300w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220b-768x576.jpeg 768w, https:\/\/www.projetsoha.org\/wp-content\/uploads\/2019\/05\/fullsizeoutput_220b-150x112.jpeg 150w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Derri\u00e8re les ministres, le Secr\u00e9taire g\u00e9n\u00e9ral du CAMES et les partenaires, \u00e0 droite!<\/figcaption><\/figure>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>Speech delivered by Florence Piron, full professor at Laval University, at the plenary meeting of the 36th session of the Council of Ministers of the African and Malagasy Council for Higher Education (CAMES), Cotonou, 30 May 2019.<\/p>\n\n\n\n<p>Ladies and gentlemen, ministers,<\/p>\n\n\n\n<p>I am honoured to speak on behalf of Universit\u00e9 Laval to present the technical partnership established with CAMES in 2017 and officially signed in 2018.<\/p>\n\n\n\n<p>At the heart of this partnership is a major project that I had the joy to support, namely the construction of a pan-African open archive led by CAMES in order to showcase and make available to all the rich scientific heritage of the CAMES territory (19 countries in sub-Saharan French-speaking Africa). A SSHRC grant enabled this partnership in 2018.<\/p>\n\n\n\n<p>This archive, named DICAMES and accessible at https:\/\/savoirs.cames.online\/, is a website in which digital copies of all theses, dissertations, articles and other scientific documents produced in higher education and research institutions in the CAMES territoty are deposited, with the participation of universities and their libraries.<\/p>\n\n\n\n<p>These files are readable online and downloadable not only by researchers reviewing the literature, but also by academics who wish to update their courses or distribute complementary texts to their students, by students to complete their training or prepare their research as part of the LMD process, but also by physicians, secondary or elementary school teachers, engineers, health and social work professionals, lawyers, agronomists, journalists and decision-makers, etc, who want to make informed decisions based on evidence or rigorous research done in Africa by people who know the context.<\/p>\n\n\n\n<p>This project therefore has a very pragmatic but also symbolic goal: to promote and make known to the whole world the genius of African research, carried out by and for Africans, despite the many difficulties you know well.<\/p>\n\n\n\n<p>It is also to support this genius that we are leading the creation of a web platform to support African research and its dissemination. It includes new pan-African, multilingual, open access journals, but also science blogs, research tools and a list of open documentary resources on Africa. It is the scienceafrique.org platform.<\/p>\n\n\n\n<p>The third axis of our partnership aims to develop expertise in action research and experiential learning in several universities in the CAMES territory.<\/p>\n\n\n\n<p>I would like to conclude by reminding you that for all these projects to have a real impact on the sustainable development of French-speaking Africa, access to web must be improved and made more democratic, particularly on campuses, which must be equipped with universal wifi.
